思い込みというのは恐ろしいと反省しています。
帰りの電車の中でふと気になって調べてみると以下が答えでした。
In the sentence "More needs to be done," the subject is "more."
"More" acts as an indefinite pronoun here, referring to an unspecified amount of work, effort, or action that needs to be done.
文法的には
"It needs to be done quickly" と同じですね。この場合はneeds は明らかに動詞ですね。Moreは代名詞で主語です。
ややこしいのですが一応
More needs should be adressed.
といった文章もアリのようです。
この場合はmore needs が主語です。
